The TCU senior charged with intoxication manslaughter cannot possess or consume alcohol or refuse a sobriety test under the terms of his bond.

Luke Reed, 22 of Houston, is also required to wear a SCRAM ankle monitor, which detects alcohol as it leaves the body.

Reed was driving a Cheverolet Tahoe on April 11 when it veered from the road and struck a Saturn VUE driven by Elena Infante De Flores. Her car flipped and she was fatally injured.

After the wreck, Reed’s blood alcohol was .10, according to police documents. In Texas, the legal limit is .08.

As a condition of bond, Reed must report to the Community Supervision and Corrections Department of Tarrant County, pay a $60 monthly supervisory fee, abstain from the use of controlled substances such as marijuana and submit urine samples.. 

Mary Jo Gutierrez, the senior court officer for Criminal District Court Two, said the conditions are meant to monitor Reed’s sobriety.
